Workforce gap-to-product crosswalk

All 50 state-submitted PY2024 adult-education workforce narratives were retrieved and relevant sections reviewed. The crosswalk distinguishes employer-reported gaps, demand signals, program priorities and delivery barriers. Alaska and Idaho add employer-survey evidence; Maryland adds its workforce plan. These are selected priorities, not official statewide top-three rankings. Product matches are proposed, with limitations and human validation shown beside each finding.

A dated research baseline, not a live forecast. State findings were reviewed September 12, 2026. Sources retain their own publication dates and limitations. The national news feed has a separate daily refresh task. State tiers and strategic recommendations require human review.

How the map is tiered

Priorities are qualitative research judgments about the highlighted opportunity. They do not rank the overall quality of a state’s education system, calculate a market size, or establish Pearson’s ability to win.

Priority 1 · Validate first

A specific credential incentive, current expansion window, or dated graduation reform warrants early validation of a Pearson opportunity.

Priority 2 · Develop programs

A documented CTE program, funding mechanism, or pathway supports targeted development; the current buyer and budget still need qualification.

Priority 3 · Rebuild funding case

A verified change invalidates the highlighted funding route. Maintain relationships and establish an alternative before investing heavily in that route.

Priority 1 requires a specific credential incentive, current expansion window, or dated graduation reform. Priority 2 reflects a documented program or mechanism. Colorado’s Priority 3 applies to the repealed funding route cited in its brief. All 50 states now have a priority tier: 10 in Tier 1, 39 in Tier 2, and 1 in Tier 3. The eight initially unclassified states now have a documented program or opportunity lead. New York’s new evidence is regional; statewide rules remain unverified. A working URL is not required to establish a tier when an alternative primary source supports the finding.

No numerical scoring weights, revenue estimates, or unavailable funding balances have been invented. Procurement, approvals, and customer budgets must be validated separately.

Why Priority 2 contains 39 states

The threshold is broad: a documented CTE program or mechanism. It does not distinguish sales readiness. The following evidence groups make the differences visible without inventing scores or forcing equal-sized tiers. Group assignments are analytical interpretations of each linked state brief.

Current-cycle materials · 13 states

Current or upcoming-cycle documents are identified; awards, remaining budgets, eligible purchases, and procurement still need confirmation. Some application rounds are closed.

Standing program / pathway · 14 states

An established program, statute, pathway, or outcome signal supports research. It does not establish an open purchasing opportunity.

Funding refresh needed · 11 states

The evidence is older, mixed-year, planning-based, or lacks current funding detail. Refresh the applicable award, appropriation, and spending rules before pursuing a purchase.

Regional lead · 1 states

The cited project is regional. Qualify its local buyer and budget before drawing a statewide conclusion.

A state moves up when a specific, sufficiently current trigger merits early validation; it moves toward an actionable pursuit only after product fit, accessible funds, a buyer, and timing are established. Missing research is not proof of weak opportunity.

Priority leadership research · September 12, 2026

Expanded seven previously directory-only biographies using official legislative or caucus sources: Bob Behning, Jeff Raatz, Jill Carter, Ben Brown, Sarah Fowler Arthur, Tom Young, and Brad Buckley. Replaced their primary profile links with the retrieved biography pages. Each profile separates documented professional experience from unverified CTE initiatives or outcomes. This is a completed research batch, not completion of every member or board roster.

Added a focused directory for the ten Priority 1 states, separated Priority 2 evidence types, checked Missouri’s seven-member Senate Education roster, and reviewed all seven members’ official profiles. Added Brad Hudson’s CTE council service and SB 1442 record, plus Maggie Nurrenbern’s competency-based education task-force service. Stephen Webber’s official profile supplies limited biographical detail.

Evidence review 2 · September 12, 2026

Historical correction: eight states were initially unclassified. Alternative agency pages, direct documents, and a regional education provider supplied enough evidence to assign all eight to a priority tier. No states remain gray or unclassified on the current map. Updated links and recorded the reason for each tier change. The website and downloadable JSON contain this revision.

Legislative coverage and confidence

The directory contains 200 education, education-funding, higher-education, workforce, and related committee records across 50 states, with 1,904 distinct state-member profiles. Of these committee records, 20 rosters have been compared with primary sources in this baseline. Additional rosters and biographies remain explicitly marked for confirmation.

The starting directory is Open States People and Committees, snapshot September 10, 2026. Each imported record links to that fixed source version and an available legislative page. Source access alone is not treated as verification. Primary-source corrections take precedence over directory information.

Green badges identify facts checked in a primary source. Amber badges identify directory-only details. Gray evidence badges identify unresolved details within a brief; they do not mean that a state lacks a map tier. These evidence badges are independent of map priority colors. A verified roster does not automatically verify every member’s biography or initiatives.

Biographies summarize public professional or legislative information. Initiatives identify the member’s documented role and bill status when available. Missing initiative research is shown as a gap, not an assertion that no activity exists. Some subcommittees, vacancies, and mid-session changes may be absent from the directory.

Portraits, biographies & public social profiles

Member portraits are displayed as uncropped, proportionally resized copies with original source and directory or member-page attribution. A successful image download verifies that a usable image file exists; it does not independently verify every image identity. Missing portraits use initials and an explicit availability label.

Source-listed occupations are shown as short attributed quotations. Expanded biographies and career-readiness connections are limited to documented experience or activity. Committee roles are not treated as individual policy endorsements. Profiles without fuller evidence retain their directory biography and a visible research gap.

97 member profiles include public social-account links attributed to a member page. Shared legislative footer accounts and ambiguous links were excluded. Social posts are self-published, can change, and have not been substituted for official bill status or independently verified outcomes.

Coverage is the existing legislative committee directory. State boards of education and workforce-development boards are separate rosters and are not represented as complete here.

Use this as the comparison baseline

For a qualified business review, compare the public findings with authorized organizational evidence: product eligibility, current customer footprint, pipeline, implementation capacity, procurement timing, and government-affairs knowledge. Preserve source dates and record the evidence behind any tier change.
