National framework

Federal supports

Funding mechanisms to investigate alongside each state’s priorities.

Funding is a pathway to qualify. An appropriation, grant announcement, or statute does not establish an available Pearson purchase.
01

Core CTE funding

Perkins V

The Department of Education’s April 1, 2026 memorandum publishes estimated FY2026 state allocations. The funds are distributed through state and local CTE planning structures, with applicable program and cost requirements.

Potential use

Connect approved pathways, local needs assessments, and district or consortium plans to instruction, credential preparation, and implementation.

Still to verify

An estimated state allocation is not an uncommitted district purchasing balance. Confirm the recipient, approved local plan, exact cost category, procurement route, and obligation deadline.

02

Workforce partnerships

WIOA youth and workforce programs

The Department of Labor publishes PY2026 formula-allocation tables. WIOA youth funding includes minimum expenditure requirements for out-of-school youth and work experience; the program cannot be treated as unrestricted K–12 funding.

Potential use

Investigate workforce-board partnerships, eligible youth services, work experience, and transitions from school to employment or training.

Still to verify

Confirm participant eligibility, the local workforce board’s plan, approved providers, cost rules, and the availability of a contracting opportunity.

03

Postsecondary student aid

Workforce Pell

The Department of Education announced a final Workforce Pell rule on May 18, 2026, with the program beginning July 1, 2026. It extends Pell support to eligible short-term workforce programs under specified approval and outcome requirements.

Potential use

Develop connections from secondary pathways into approved postsecondary training and meaningful credentials.

Still to verify

Pell is student aid, not a general district software appropriation. Institutional, program, and student eligibility must be checked individually.

04

Grantee and employer partnerships

Registered Apprenticeship expansion

DOL’s April 13, 2026 announcement identified $85 million in State Apprenticeship Expansion Formula funding. This is a dated funding-availability announcement; it does not establish that the full amount remains open or uncommitted.

Potential use

Investigate partnerships with grantees and employers for preparation and related instruction.

Still to verify

Award recipients, permitted subcontracting, sponsor requirements, and live purchasing windows remain unverified. Detailed source retrieval was limited.

05

Career exploration and guidance

ESEA Title IV, Part A

The Every Student Succeeds Act’s well-rounded-education provisions include college and career guidance, career awareness and exploration, and counselor use of labor-market information.

Potential use

Investigate career-exploration and planning activities in the recipient’s approved program.

Still to verify

Confirm the current local allocation, approved activity, and cost rules. The statute alone does not establish a current budget or product approval.

06

Vocational rehabilitation partnerships

Pre-employment transition services

The federal vocational-rehabilitation framework identifies job exploration, work-based experiences, postsecondary counseling, workplace readiness, and self-advocacy services for students with disabilities.

Potential use

Investigate accessible career-readiness services in partnership with schools and the state vocational-rehabilitation agency.

Still to verify

Validate current agency guidance, eligible students, service-delivery and contracting rules. The retrieved CFR compilation displays a July 1, 2024 edition; current state funding and newer implementation guidance remain unverified.
