What these records prove

Contract award: the public procurement agreement names a selected supplier and scope. Orders and payments are separate evidence. Board authorization: approval or a spending ceiling; execution and payment may still be unknown. Reported core use: a state public dataset identifies what schools report using, without proving a sale or amount.
